INTRODUCING THE MANAGEMENT
David Drummond - Chairperson![]()
Mr Drummond has been in transport his entire life starting when he managed the operations of a transport office during his National Service in the Navy.![]()
He was one of the first 400 odd tourist guides registered with the Tourism department back in 1990. He started his own tourism business in 1991 and later opened a meter taxi service along the west coast, Taximan, in 2006. He has served on the South African Association of registered Tourist Guides and assessed tourist guides for the National Department.![]()
He became a member of the Western Cape Metered Taxi Council around 2013, executive member, spokesperson and later the Vice Chairperson. When the Council was dissolved by government, the industry was left without any representation for a few years. He formed Section 66 Association in the absence of any other body playing a role in this mode and initially focused primarily on the NLTA Amendment bill that was eventually passed 5 years later, (update -referred back to parliament Sept 2021 ☹).![]()
He was also made Chair of the Covid 19 working group which government recognised as a portal between both industry and provincial government to provide direction during Covid 19. Later in 2020, a national movement was formed to represent all provinces and negotiations led to the formation of South African National Metered Taxi Interim Task Team (still early days and very mixed ideas).![]()
In Sept 2020, together with the Department and other agencies in government, it was agreed the best way forward was the formation of a co-operative and Section Sixty Six Primary Cooperative Limited was born. Government has agreed to recognise and support this initiative. He is excited as they prepare to launch their membership drive on October 21, Transport Month.![]()
He can assure members that the Western Cape taxi industry is streaks ahead of other provinces. They have a Department that recognises their mode as a key player in public transport, their PRE is well managed and the City officials have an open door relationship with the industry.![]()
His role will be to facilitate a close working relationship with all spheres of government in order to promote the industry as an independent mode separate from Minibus and develop a strong bond between operator and driver. The Co-op vision is to have a well-trained, well managed industry that looks after the interests of both operator and driver to provide a safe public transport service.![]()
His team will strive to provide a safe, compliant, and sustainable industry, a team effort and the co-operative structure provides a platform for such inclusivity and equal representation for the taxi industry. It’s a work in progress and together with industry input, support and participation, will achieve their goals over the next 12 months. ![]()
This is a new venture for all concerned and a far cry from running a small taxi business, so they ask you to bear with them, offer support, constructive criticism but please they need you to add value while interacting with the team. Shortly they will be calling for those with specific skills and experts in certain fields that will help the co-op develop into a successful business which all can benefit from.

October was declared Transport Month in 2005 during the Transport Lekgotla. It is used to raise awareness on the important role of transport in the economy and to encourage participation from civil society and business, including the provision of a safe and more affordable, accessible and reliable transport system in the country.
